Below you will find a variety of application and information forms that will help you get started with your business and/or development proposals.  Please contact Planning Division staff to find out what forms you will need for your particular business or development.

Banner Application

Please be sure to provide the correct width of the storefront, the dimensions of the banner, and an illustration of the banner.

Business License Requirements
The attached file is a summary of flyers and forms that will help answer questions you may have while pursuing to open a business in the City of San Gabriel. Please note that Business License application forms must be submitted and paid for in person. Electronic versions are not available.

Commercial and Mixed-Use Design Guidelines

These Guidelines, approved by the City Council in January of 2002, won an award from the Los Angeles section of the American Planning Association. They provide clear direction to architects and designers through the use of both pictures and text. The Guidelines even address the City's preferred landscape palette.


Development Review Application Checklist

This checklist is used by staff to show applicants what is required in order to submit a complete application. Please speak with a planner in order to find out what plans will be required for your project.

Mills Act – Tax Incentive
The Mills Act is a tool used by the City of San Gabriel to encourage property owners to rehabilitate culturally significant buildings. Property owners receive a reduction in the property taxes for improvements to the building. The following link provides more information.


Minor Modification Checklist

This is a checklist to assist applicants when applying for a minor modification. A minor modification allows for a 20% deviance from certain Code requirements.


Parking Plan Requirement Checklist 
This is a checklist to assist applicants with their parking plan. A parking plan is required when there is a change of use in commercial uses, or when there is a need for a parking analysis.


Parking Layout Diagram
This handout shows the required parking space sizes, the number of compact spaces allowed, and length required for backing out of parking spaces.

Planning Application
Applications are not accepted by mail and will not be accepted unless all required materials are submitted. Please call a planner for information on what needs to be submitted in order for you application to be determined complete. 


Planning and Zoning Fees

Please call the Planning Division to verify that the fees listed are the most recent fees.


Police Department Questionnaire
For uses that require special review by the Police Department, such as businesses selling alcohol, staff may require an applicant to fill out this form.

Radius Mapping Services

If a project requires a public hearing an applicant must provide a list of property owners within a 300 foot radius. This flyer provides a list of companies that offer this service.


Second Unit Covenant

The Muncipal Code requires applicants to record a covenant when they receive approval to construct a second unit. This handout can be used as a guide. Blanks spaces shall be typed and not handwritten. The covenant shall be reviewed by Planning staff prior to recordation.


Senior Unit Covenant

When applying for a senior housing unit in a R-1 zone, applicants are required to submit this senior unit covenant for review prior to recordation.


Sidewalk Dining Permit Application
A sidewalk dining permit is required for all food serving establishment that wishes to serve meals outside of their business. The attached application will assist with this rquest.

Site Plan Review Checklist
In order to speed up the planning process, the Planning staff developed the attached checklist. Use the checklist to make sure that plans are complete. Incomplete plans will not be accepted.


Single Family Residential Design Guidelines
In May of 2003, the City of San Gabriel instituted design guidelines for all single family homes. The guidelines explain the seven essential elements of a properly designed house. The Guidelines contain eye-catching graphics and clear text.


Supplemental Density Bonus Application Checklist
This checklist provides information for projects where a density bonus is being requested.


Temporary Use Permit Checklist
This checklist provides information for temporary event requests. Please allow 2 weeks for revire of a temporary use permit.

Tenant Improvement Checklist
This checklist will assist when undergoing a tenant improvement project in commercial buildings.

A permit is required when windows are being replaces. This brochure is guide to assist applicants with the process.

Wall-Fence Brochure
A permit may be required for the installation of a wall/fence. This brochure is a guide that will assist with this application.
