[ARCHIVED] Council adopts new development standards for single-family residence zone

Zone text amendment for the development standards and review process for the single family residence zone

Continuing from our last City Council update, the City Council voted to adopt an amendment to the municipal code concerning the city’s single family residence zone after a second abbreviated reading.

As a bit of backstory, two years ago, the City Council adopted a moratorium on the demolition of single family homes and the development of a new second story in the single family residence zone. This moratorium was then extended for another year, which allowed for the development of a new second story with approval from the Design Review Commission.

Since the moratorium was set to expire on earlier this month, staff recommended that the City Council adopt an ordinance to amend the development standards and review processes for the city’s single family residence zone. This amendment largely addresses the issue of mansionization, with stronger development standards and a tiered review process that welcomes new development that doesn’t sacrifice neighborhood character.  You can learn more about the stronger development standards here.

Finally, one new item of business was heard:

A resolution that approves an employment agreement with Theresa St. Peter as Interim Human Resources Director

With the departure of Assistant City Manager Marcella Marlowe to the City of San Marino, the city must extend current Interim Human Resources Director Theresa St. Peter’s employment agreement until a permanent successor is found.

Theresa St. Peter has served as the city’s Interim Human Resources director since January of this year at the start of Marcella Marlowe’s leave of absence. Since Ms. Marlowe will not be returning to the city, staff feels that it’s best to maintain continuity of services while a recruitment is underway. The new employment agreement will conclude no later than December 31, 2017.

The agreement was approved with a 5-0 vote.
