[ARCHIVED] City denies two massage appeals

Last night, the City Council held three hearings, which included:

An appeal of a planning case concerning Oriental Massage Spa at 288 South San Gabriel Boulevard

This is a request for a conditional use permit (CUP) to allow Oriental Massage Spa to continue operation at 288 South San Gabriel Boulevard #105-106. The permit was filed in response to Ordinance No. 619-C.S., which requires existing massage establishments to apply for a CUP by January 20, 2018 to bring the massage use into compliance.

Staff recommends that the City Council deny (by minute motion) the appeal and deny this CUP based on the findings in this report with a denial resolution.

The City Council voted to deny the appeal and the CUP by a vote of 3-1-1, with Councilmember Pu absent from voting.

An appeal of a planning case concerning Zi Liang Massage at 835 West Las Tunas Drive

This is a request for a CUP to allow Zi Liang Massage to continue operation at 835 West Las Tunas Drive. The permit was filed in response to Ordinance No. 619-C.S., which requires existing massage establishments to apply for a CUP by January 20, 2018 in order to bring the massage use into compliance.

Staff recommends that the City Council deny (by minute motion) the appeal and deny this CUP based on the findings in this report with a denial resolution.

The City Council voted to deny the appeal and the CUP by a vote of 3-0-2, with Councilmember Liao abstaining and Councilmember Pu absent from voting.

Introduction and first reading of a new ordinance that will move the city’s general municipal elections to the first Tuesday after the first Monday in March of each even-numbered year beginning in March 2020

During the last City Council meeting, the Council was presented with a memo providing an update on California Senate Bill 415. The City Council directed staff to return with an ordinance proposing to move the city’s general municipal election from March of odd-numbered years to March of even-numbered years beginning March of 2020.

Staff recommends that the City Council is requested to introduce Ordinance No. 640-C.S. for first reading by title only, moving the city’s general municipal elections to the first Tuesday after the first Monday in March of each even-numbered year beginning in March of 2020.

The City Council voted to approve the introduction and first reading of Ordinance No. 640-C.S. by a vote of 4-0-1, with Councilmember Pu absent from voting.

In addition, the City Council also approved four items on the consent calendar with a 4-0-1 vote, with Councilmember Pu absent from voting, which include:

  • An amendment to existing professional services agreement with Civil Works Engineers for 2017/2018 Great Street Pavement Rehabilitation Project. Additional services are requested to address deteriorating pavement conditions on Mission Drive, Broadway Place, Junipero Place and Clary Avenue for $73,115 for a total agreement amount of $393,442
  • The temporary street closure of Mission Drive between Santa Anita and Mission Road on December 5 for the annual holiday tree lighting event from 4:00 p.m. to 9:00 p.m. This year’s event will feature food trucks and booths in Mission Drive to the north of City Hall.
